System Setup
- System users must be set to inactive when no longer
needed as they can no longer can be deleted from the system.
Accounts Payable/Purchase Orders
- The purchase order item quantity field now has up to 4
decimal places of precision.
- Purchase items can be flagged as a 'Project' which then
tracks the item received amount as a percentage of the total item cost
rather than the quantity ordered.
- The Purchase Order browse now has options to sort and
locate PO's by vendor number and vendor name.
- A problem with recording multiple fixed asset
acquisition items from the A/P system has been corrected.
- A Fixed Asset lookup and select button has been added
to the A/P invoice detail entry window.

- License fee type and reproductive status have been

- The 'Divorce Court File Number' field has been
increased in size to 20 characters.
- The telephone fields on the marriage update form are
now free-form entry fields to allow for international phone number

- The Neptune 'Equinox' meter reading import process has
been changed to pull the reading date from the 'Order Status' record instead
of the 'Route Header' record as it previously did.
- All A/R billing groups now have a organization name and
address override for printing on customer statements and invoices.

- Inspection types that are attached to stages of
construction/inspection categories can now be set to inactive. This allows
the existing data to stay intact but removes the inspection from future use.

name and number on the Property Browse has been corrected.

General Ledger
- There is now an option to import external G/L batches
from CSV files as well as fixed length ASCII text files.
- Inactive G/L accounts are now filtered out of the
account listing used for account selection in data entry as well report

- A problem with a column missing on the 'Export Summary
Account Income Statement' report has been corrected.
- The cheque number being displayed in the G/L expense
account inquiry has been shortened to better fit in the list box column.
- A problem has been corrected in Export Summary Accounts
Definition window where the window could not be closed and changes saved if
a duplicate key error had been encountered and corrected.
Lottery Licensing
- It is now an option to print the hardcopy lottery
license with a zero fee amount.
Accounts Payable/Purchase Orders
- An error message that was encountered when posting A/P
invoices that had originated from purchase orders has been corrected.
- A/P invoice void process has been modified to only
allow voiding of invoices when the invoice void date is earlier than the
void date of any
cheques issued on that invoice.
Accounts Receivable/Metered Billing
- The customer rollnumber and tenant information have
been added to the account inquiry window.
Prinsys - Tax
- There is now an option to produce arrears statements
with the return stub on the top of the page.
Prinsys - Building
- Changes were made to the Inspection Scheduler window to
improve the load time of the permits.
- The building permit 'Brief Project Description' fields
have been added to the 'Permit Inspection Report'.
Bylaw
- There is now an Email option on the Bylaw and
Resolution update form to automatically create an email and send the
currently selected file as an email attachment. Note: This feature requires the
use of a Simple Mail Transport Protocol (SMTP) server. The email server
settings are defined on the organization record and the user address must be
defined on the user record.
- There is now a configuration menu that allows for the
setting of the number of characters to search for in the Bylaw search
function and to optionally hide the 'Edit Keywords' button on the Bylaw and
Resolution update forms.

Fixed Assets
-
The 'Asset Type' table has been
renamed 'Asset Category' to prevent confusion with the MIDS Asset Type.
-
Asset acquisition records can now be
edited or deleted until the depreciation process has been run on that
specific acquisition record. After depreciation has been run, changes to the
acquisition record must recorded as 'Write-down' or 'Disposal' transactions
via adjustment entries from the Fixed Asset Update window.

Asset records can now be flagged as
'Pooled'. A pooled asset is a group of similar asset acquisition records
grouped under one main asset record. For example, the primary asset record
may be called 'Computer Hardware' and may consist of separate asset
acquisition records for '2 Windows XP workstations', '1 Windows Vista
workstation', '1 laser printer' and '1 Windows 2000 Server'. Each
acquisition record on a pooled asset requires its own capitalization date
and amount. Expense items coming from the Accounts Payable module must be
assigned to a specific acquisition record when the primary asset is set as
'pooled'.

The depreciation process is recorded
from the capitalization date recorded for each individual asset acquisition
record. Note: The Capitalization date recorded should be the date the
asset was acquired and the Capitalization amount should be the value of the
asset as of that date.

A one-time process has been added in
order to move all asset capitalization values into the general ledger
as of Jan 1, 2009. Note: The depreciation process must be run prior to
moving the asset data into the G/L.
Accounts Payable/Purchase Orders

Budget validation on Invoice and
Purchase Order entry now excludes G/L accounts that are NOT expense
accounts.

The A/P Invoice posting process now
gives the user an option to view which (if any) invoices that will cause an
expense account to exceed it's budget amount.

A problem with the record tagging in
the Cheque Reconciliation window has been corrected.

added as an optional receipt type. The format is selected in the Cash
Receipts Setup menu as either 'Standard', 'Donation' or 'Prompt' Choosing
'Prompt' causes the system to ask the user for the correct receipt type
every time a receipt is printed.

All provincially mandated forms
(Permit Application, Order to Comply, Order to Uncover, Order Requiring
Tests and Samples. Order Not to Cover or Enclose and Stop Work Order) have
been updated to the latest form versions provided by the province.

System Security

The organization
definition now has the ability for enhanced user security. This new feature
causes passwords to expiry after a specified number of days has elapsed,
enforcing a specific minimum number of password characters, enforcing a
combination of letters and numbers as well as a combination of upper and
lower case characters.
Accounts Payable/Purchase Orders

A problem with voiding invoices
after the cheque issued was also voided has been corrected.

A problem selecting the cheque
format in the A/P Bank update form has been corrected.

Accounts Payable cheques are now
linked directly to the invoice expense GL detail records. When performing an
account inquiry in the G/L, expense account posting details will display the
cheque number that was issued against the payable invoice. Note: This
feature is only available moving forward. The historical G/L detail does not
contain the necessary data to allow linking the cheques and invoice items in
the G/L.

The payee name field size on
accounts payable cheques has been increased from 30 characters to 50
characters in length.

A problem with the external batch
import process not assigning the G/L posting journal has been corrected.

The 'Account Listing' report on the
'Export Account Summary Balances' browse has been modified to include the
'Previous Yrs Actual' column and group totals added by G/L department within
each summary definition.

Accounts Payable cheques are now
linked directly to the invoice expense GL detail records. When performing an
account inquiry in the G/L, expense account posting details will display the
cheque number that was issued against the payable invoice. Note: This

The Summarized Account Listing
report now gives the option to include columns for Previous Total Actual,
Current Total Budget and Total Committed (for those organizations using the

option to set a GL department as Inactive. This will prevent a user from
selecting a department number that is no longer being used for an new
account number.

A G/L batch import process for the
Paymate payroll package has been added.

- The FIR defined asset classes and asset function groups
can be assigned to the individual assets.
- The default MIDS Asset Type table has been included. A
default MIDS Asset Type value can be assigned for each Asset Category in the
software which is assigned to each individual asset in the category. This
default value can be changed at the asset level if needed.

A problem with the 'Open Reading
Charges List' and 'Hi-Lo Reading List' reports hanging the system have been
corrected.

A problem with the 'Open Reading
Charges List' and 'Open/Delayed Reading List' including the last meter
record processed regardless of a meter existing for that customer has been
corrected.

An option to suppress the
organization name and address on the plain paper water bills has been added.
This will allow for the bills to be printed on a standard letter head paper.

The invoice due date has been added
to the customer account inquiry window as well as the demand statement.

A Billing Run selection option has
been added when generating invoices for animal licenses.

Invoices processes now filter all customers that have been set to

A problem where the 'Report Due
Date' field was not being updated when the lottery type field was changed

been added to the license table that tracks the date and time of user

will create a default trust account for each organization if one doesn't

The tax billing process now logs all
roll numbers that have adjustments applied to meet minimum bill amount
specified for Interim and Final tax bills.

corrected.

The primary property owner name has
been added to the Street Index report.

The problem with the text 'School

The general invoice dates have been
changed to the format of 'OCT 22, 2007' in order to eliminate
confusion from the standard 'dd/mm/yyyy' format.

pre-printed water bill has been moved down to prevent obscuring the
'Previous Balance' field when the bill flows to a second page.

When calculating the average
consumption for estimated meter bills, adjustment readings are no longer

to alert the user if the the export file is already open and cancels the

- The second property owner name has been added to the
mortgage company billing list export file.
- Corrected: A problem with final tax billing process for
local improvements on exempt properties. When selecting this option for both
final billing runs (capped and uncapped separately), the second bill for the
exempt property included a credit from the previous interim tax bill.

system user’s module security access can be specified for each
organization.
Cash Receipts

A
vertical scroll bar has been added to and the width of the payment code
drop-list has been increased for better visibility.
Accounts Payable/Purchase Orders
- Duplicate
PO items can now be selected from the vendor product table as long as the GL
expense account is unique for that product on the purchase order.
- The
default PO item description can be edited by the user.
- The
expense account field on the PO item is now a required field.
- A ‘Quantity Received’ display field
has been
added to the PO item update window.
- All
PO expense items are recorded in a ‘Committed Amount’ field for the GL
expense account. This field is available to be included on several budget
and income statement reports in the general ledger.
- A
report wizard has been added which allows for the end-user to define and
save custom reports (Account Summary Balances and Dept Budget vs Actual
Comparison reports) formats. Note: In order to ensure group totals on these
new reports work correctly, revenue amounts are shown as debit (positive)
amounts and expenses are shown as credit (negative) amounts.

can be optionally set if the PO item (data entry) or AP invoice (posting)

- If
a duplicate key error is encountered during the saving process in the
Account Summary Definition window, the window is no longer closed which
allows for the user to edit the duplicate record and resave the changes.
- A
report wizard has been added to the report options in the Dept Budget versus
Actual Comparison report and the Export Account Summary Balances. This
report wizard comes with sample report definitions that may be copied and
changed to suit your own needs.

- The active browse query is now saved and
reloaded on start up of the Browse Registrations window.

Keystone Complete - Release Notes for
version 2007.03.23 6.3 9050
Note: This release is only
available on the new installation CD's and cannot be downloaded from this
website.
Users of the Keystone In-Motion
remote permit inspection software also require an update to be installed to each
Tablet PC running the software. Note: Please be sure all inspections are
uploaded to the main system from each tablet before installing the update.
General
- All
workstation settings are now saved in the workstation users’ ‘C:\My
Documents\Keystone Computer Resources’ folder instead of the previously
used ‘C:\Windows’ folder.
- All
temporary files are created in the users ‘C:\My Documents\Keystone
Computer Resources’ folder instead of the ‘C:\Program Files\Keystone
Computer Resources’ folder.
- Since
a simple file copy into the Program Files folder is no longer allowed under
Windows Vista, updates must accomplished through the use of the Windows
installer. The update
processing trigger will be done through version checking in an ASCII text
file, ‘Version.txt’ which is located in the Keystone DATA\UPDATE folder,
when the main Keystone application (kf60.exe) or Keystone In-Motion Tablet
application (bdtpc60.exe) starts. If a version change is detected, the
software starts an installation program (CompleteUpdate.exe or
InMotionUpdate.exe) which uses the Windows installer to update the programs.
- To
minimize internet download traffic, the update install set will only contain
the relevant application exe and dll files. All runtime, report and help
files will be installed by the initial CD installation program for this
release.
- All
standard HLP style help files have been converted to compiled help (CHM)
style help files.
- New
installations will require the ‘master’ install CD image. This image has
all reports, help files, run-time dll’s and program files included in the
setup. Windows Vista will not allow users to simply copy the program from an
existing workstation.
- A
problem was corrected were the system would give a user view only access to
a system module the user was not actually granted access to in the user
setup.
Cash Receipts
- Corrected
the EFT button display problem when the cash receipt browse was called from
Accounts Receivable.
- A
message has been added to the cash receipt update when a user tries to
cancel an edit on a receipt with no receipt items.
Accounts Payable/Purchase Orders
- Purchase
order item cost, vendor product and invoice item cost fields are now allow
numeric values to 5 decimal places.
- PO
and invoice item quantity are now allow numeric values to 2 decimal places.
The PO item description will wrap when too long to print in the description
column on the hard copy purchase order.
- The
PO notes are printed it the body of the hardcopy purchase order.
- Changed
invoice void process to ensure the invoice can’t be void with a date prior
to the cheque date.
- Invoice
entry date validation to ensure the entry date is not prior to the invoice
date.
- An
option to print A/P cheque dates with dashes, dots or spaces as field
separators, e.g 'dd-mm-yyyy', 'dd.mm.yyyy' or 'dd mm yyyy'.
- The
vendor products table has been changed to allow duplicate product
descriptions.
- An
email address field has been added to the A/P vendor table.
- A
cleared cheque listing can be imported from a CSV file provided by the bank
(TD/Canada Trust only) and used to automatically select cheques to be

BCIN number has been added for the entire municipality and is defined in the

system unit of measure (UoM) is now defined in the ‘Setup à

print in a windowed envelope.

religious denominations table has been added to allow for user defined
religions to be created for use on the marriage licenses.

be edited directly on the list.
Prinsys – Taxation
- Bug
fix – A change in version 2007.0.17 6.3 9050 to allow for negative penalty
and interest rates made it possible for zero penalty and interest
transasctions to be created. This has been corrected and the database
utility (kfdbutil.exe) will remove any zero penalty/interest transactions
from the database.
- The
PAP file export for ScotiaBank now prompts for the export filename.
- The
penalty and interest processing now displays a preliminary list of
transactions with the option to cancel to apply the transactions. The
Transaction Register report is generated automatically for each run with the
run details logged on the report.
- A
status filter (Active, Inactive) that has been added to the roll labels.
- The
penalty and interest process now allows for credit penalty and interest
transactions.
- The
user name who made the changes has been added to the Owner Name and Address
Log and Owner History reports.
- Property
assessments, including exempt, are now logged by year during the final
billing and supplemental billing processes for future inquiries by tax year.
